One word covers at least four different products, and the label rarely says which.
An infused pre-roll is any pre-roll containing something beyond ground flower. That definition is broad enough to cover products that share almost nothing with each other, and the word on the package usually does not narrow it.
The simplest version mixes concentrate into the ground flower before rolling. The additive is distributed through the whole pre-roll and the outside looks like any other. This is the least visible form of infusion and the one most likely to pass unremarked.
A second version applies concentrate to the outside of a finished roll, sometimes followed by kief. This is visible on sight and is closest to the moon rock format, just applied to a rolled product rather than to loose flower.
A third runs a core of concentrate down the centre of the roll. The concentrate is contained rather than distributed, which changes how the product burns along its length rather than how it looks.
A fourth uses infused rolling paper or an infused tip. Here the flower may be untouched entirely and the additive sits in the wrap.
All four are sold as infused. A buyer comparing two packages that both say the word is frequently comparing two unrelated products.
Burn behaviour is where the difference becomes obvious. Concentrate does not combust at the same rate as dried flower, so any infused product burns unevenly unless the additive is distributed carefully. A pre-roll with concentrate concentrated in one region will run, canoe or go out. Even distribution is the single hardest part of making an infused product that behaves like a normal one, and it is the part that separates producers.
Wrap material compounds it. A paper wrap, a hemp wrap and a tobacco leaf all burn at different rates, and an infused core interacts with each differently. A format that burns evenly in one wrap will not necessarily behave in another, which is why producers who work across several formats generally adjust the infusion for each rather than using one recipe throughout, an approach Presidential documents across its own blunt formats.
None of this appears on a label. State labelling rules govern potency reporting, batch identifiers and warnings, and none of them require a producer to state which of the four constructions is inside. The only reliable way to know is to look at the product, and for two of the four constructions, looking does not help either.
